EU Council requests EC to prepare opinion on Bosnia's membership candidacy

The Council of the European Union (EU) on Tuesday called on the European Commission to launch the process of preparing an opinion (avis) on Bosnia and Herzegovina's application for membership of the European Union.

The Foreign Affairs Council on Tuesday commissioned the EC to launch the process to prepare an avis on Bosnia and Herzegovina's application for membership submitted on February 15 by the Chairman of the Presidency of Bosnia and Herzegovina, Dragan Covic.

The Council once again expressed its support for Bosnia and Herzegovina as a "single, united and sovereign country" and its European prospects.

The Council also welcomed the "meaningful progress in the implementation of the Reform Agenda" which has been agreed to at all levels of authority in Bosnia and Herzegovina.

The Council asked the Commission to pay particular attention to the implementation of the Sejdic-Finci ruling.

The Sejdic-Finci ruling requires Bosnia and Herzegovina to remove from its constitution and election law provisions that discriminate against ethnic minorities.

Sarajevo is expected to complete a detailed questionnaire before the end of the year, which should provide the Commission with a comprehensive description of the situation in the country and its preparedness for membership.

Once the EC prepares its opinion, it is submitted to the Council which then considers a decision on approving candidate status, which is then followed by setting a date for opening accession negotiations.
