The Croatian Parliament's Domestic Policy and National Security Committee did not endorse the annual report on the work of the Security and Intelligence Agency (SOA) on Thursday.
Six members of the Committee voted in favour, six were against and one abstained from the vote, Committee chairman Ranko Ostojic (SDP) told the press after a closed session.
The report on the agency's activities in 2015 was presented by SOA chief Dragan Lozancic.
President Kolinda Grabar-Kitarovic said earlier this month that Lozancic had lost her trust and had signed a decision relieving him of his duties. Under the law, the decision will become effective only when and if co-signed by the Prime Minister, whose signature is still pending.
