Transparency International Croatia says election commission should be reorganised, not up to its tasks

Transparency International Croatia (TIH) on Saturday commented on a corruption scandal involving State Election Commission (DIP) member Josip Vresk, who allegedly took a bribe, saying that that independent supervisory body should be urgently reorganised because it was not up to the challenges and tasks of supervising the election process.

A DIP member who takes bribes must step down before the election date instead of additionally harming DIP's reputation, TIH says in a statement.

DIP must become a real supervisor of the election process and its members independent, publicly chosen individuals from different walks of life, it says.

It is unacceptable that DIP's web site does not contain information on its members, their professional biographies, duration of their term and on how they were chosen, TIH says.

The public must have information on which two members of DIP have been appointed by the Supreme Court president, who is also DIP chair, in line with his discretionary powers, TIH says, noting also that the public should be informed that one DIP member had been in that body continually since 1992.

It also notes that the Election Ethics Commission, established by the Constitutional Court at the proposal of a previous parliament, is unnecessary.

The political appointment of members of that commission annuls the principle of objectivity regardless of the fact that its members are not politically active, TIH says, noting also that the allowances the commission's members receive are an unnecessary election cost.
