French President Francois Hollande says its necessary to put into place a European plan, including a coastguard system, to handle the influx of migrants and protect open borders within the bloc.
"We cannot place on one country a responsibility that is shared by all," Hollande says during an interview with France Inter radio.
Closing internal borders in Europe would abandon Greece at the frontlines of the influx of people seeking refuge, he says.
The question of receiving refugees in Europe has not endangered France's relationship with Germany, Hollande adds, saying that the two countries have different histories and assessments of how many people they have the capacity to accept.
