Spain says Brexit changes framework of Gibraltar talks

Britain's decision to leave the European Union will change the framework of its negotiations with Spain about Gibraltar, Spanish Foreign Minister Jose Manuel Garcia-Margallo said Friday.

Future talks will not involve Britain's relations with the EU, but will be conducted bilaterally between Britain and Spain, Garcia-Margallo told the radio station Onda Cero.

Spain is proposing sharing sovereignty with Britain over the British enclave on its southernmost tip, the minister said.

After "some time," Gibraltar would then become fully Spanish, Garcia-Margallo said, adding he hoped that moment "is much nearer than further away."

Spanish Prime Minister Mariano Rajoy said the rights of Spaniards living or working in Gibraltar would not be affected at least until Britain left the EU within two years' time.

"All the rights that derive from their condition as Spanish and thus also European citizens remain and will remain fully in force, without any restriction, as long as the negotiated exit of the United Kingdom from the EU has not been completed," Rajoy was quoted by the news agency EFE as saying.

Spain has long claimed sovereignty over the enclave of 6.8 square kilometres, which has been under British rule since 1713.
