UEFA charged the Romanian and Albanian football federations Monday over fan disorder in their Euro 2016 match in Lyon the previous day.
European football's organizing body said disciplinary proceedings were opened against both federations for the setting off of fireworks and the throwing of objects in the Group A match.
Albania are also charged for a pitch invasion.
A date for the UEFA control, ethics and disciplinary panel to deal with the cases has not been decided.
