The World Health Organization will convene a meeting of an expert committee to determine if the Zika virus outbreak in the Americas constitutes a global health emergency, WHO chief Margaret Chan said Thursday.

The disease, which has been tentatively linked to a spike in babies born with malformed heads in Brazil, has spread to 23 countries and territories in the Americas, according to Chan.
